Responding to the municipalities concern is a major responsibility of the Council. The Mayor attends to every Bamenda 1 residents worry and assigns staff members to find solutions to the problems and complaints addressed. The Toko council is comprised of 31 Councilors, 2 deputy Mayors and the Mayor elected at large with a secretary general and a municipal treasurer appointed by the state. The council conducts its work through departmental staffs that has varied responsibilities.
The Toko council Mayor is elected by The Toko residents and recognized as the civic leader of the community with powers to act as the chief administrative officer, advancing community cohesion, promoting civic awareness and is the principal member and spokesperson of the Toko Municipality and vote holder to major projects within The Toko council Area.
Promoting partnership with other stakeholders towards the development of The Toko Municipality is a principal priority of the Mayor as well as:

Its objective is the prevention of crime, detection and investigation of criminal conduct, and the apprehension of violators.

The purpose of the public works function is to be the stewards of a Council’s infrastructure. Municipal infrastructure traditionally includes streets and highways, median island landscaping, flood control and storm water quality, public buildings, water supply, sewage treatment, street lights, transportation and traffic control, solid waste management and recycling, parks, open space, municipal utilities, street trees, airports and cemeteries. For all of these municipal services, the public works function is responsible for design, construction, operation and maintenance of municipal facilities.

The human resources department has responsibility for personnel matters affecting all Council departments. Human resources serve as an internal consultant helping other Council Departments recruit and retain the best possible workforce, training and motivating employees once they are hired, ensuring a fair and equitable system of personnel management and resolving employee relations problems.
